Integration via the Hook and Loop tongue means the pouch dangles at the lower edge of the rig where its out of the way of pouches needed for critical immediate access (mags, grenades etc) but reachable. The design means the contents of the pouch can be deployed by pulling the tabs on either side, allowing for use for point of wounding care from both a
